First and foremost, the only way these schools get to the power 5 is by combining forces. Second, neither is an ACC caliber school.

That all said, USF is a better school academically. It has better facilities save for the recently upgraded NFL stadium they play in. Tampa/St Pete is a far more charming town that doesn't need amusement parks to draw folks. Also, if you're using current history USF fields a better product on the field.

UCF has that amazing fiesta bowl season and a small on campus stadium. These are great things, but holistically, USF is a far better candidate across the board.

Both schools need each other and to sell the I-4 corridor if they're ever going to move up. Sadly, I doubt their rivalry will allow them to do so.
